National Ordnance Plant has no level 1
National Ordnance Plant
Crafts fortification ammunition as national production: every fortification that fires (see the table on Fortifications) draws on it. A country without a National Ordnance Plant cannot craft fortification ammunition; the government builds one from the fortifications panel.
Kind: Country fortification · Role: National production · Ammunition: none

Construction
Country fortifications are built by the government: select a district on the map and use the country's fortifications panel. Build time, cost and upkeep depend on the level (see Stats). The research focus Fortification Speed shortens construction, and enemy spies can run a Sabotage fortification mission that halts construction in the district.
Tips
- One per country; without it none of the firing fortifications can be resupplied.
